Notice is hereby given pursuant to Section 15.2-2507, Code of
Virginia (1950, as amended), that Salem City Council will hold
a public hearing for the purpose of receiving comments on the
proposed amendment to the fiscal year 2021 budget during its
regular meeting on Monday, September 14, 2020, beginning at
6:30 p.m., in the Community Room at the Salem Civic Center,
1001 Roanoke Blvd., Salem, Virginia.
The City was notified by the Secretary of Finance on May 12,
2020 that it would receive Coronavirus Aid, Relief, and Economic
Security (CARES) Act of 2020, Coronavirus Relief Funds. The
following CARES Act funding needs to be appropriated in fiscal
year 2021:
1. $1,487,838 of the $2,207,415 received in fiscal year 2020,
but not expended as of June 30, 2020.
2. Additional allocation of $2,207,415 received in August
2020.
3. $13,311 of the $41,567 received by the Fire Department in
fiscal year 2020 but not expended as of June 30, 2020.
The CARES Act provides that payments from the Coronavirus
Relief Fund (CRF) may be used to cover costs that:
1. are necessary expenditures incurred due to the public
health emergency with respect to the Coronavirus Disease
2019 (COVID-19)
2. were not accounted for in the budget most recently
approved as of March 27, 2020 (date of enactment of the
CARES Act) for the State or government; and
3. were incurred during the period that begins on March 1,
2020 and ends on December 30, 2020
