Planners recommend approving apartments over pharmacy

The Botetourt Planning Commission recommended approving two special exceptions permits (SEP) and tabled a third request it met Monday evening in Fincastle.

The planners recommended that the Board of Supervisors approve Quad K LLC’s request for an SEP so a pharmacy with up to three apartments upstairs can be built on a 0.98-acre lot at the intersection of Read Mountain Road and Teresa Lane.

The intersection is just west of the Cloverdale Road (Alt. 220) intersection and the property is zoned Business (B-1).

Tim Lucas of Downhome Pharmacy is a principal in Quad K LLC and plans on building a new pharmacy at the location.

Lucas petitioned the county for the multi-use SEP in a B-2 district after asking for a text amendment to the zoning ordinance late last year that now allows apartments or residences on the second floor over businesses in a B-2 district.

The planners attached conditions to the SEP that Lucas agreed to. The building will front on Read Mountain Road but the entrance will be off Teresa Lane, a new road that provides access to the new Cottages at Steeplechase development.

The planners also recommended approval of an SEP with conditions for Michael D. and Billie Jean Graham for a private dog kennel for up to six dogs on 2.035 acres at 332 Gravel Hill Road, Troutville. The property is 0.15 mile from the intersection of Parsons Road.

A neighbor expressed concern about an existing fence that is about 11 feet on his property. The planners said that was not a consideration they could deal with in the SEP request. The neighbor had no issues with the dogs.

The planners tabled a request from Nancy B. Burley, who applied for an SEP with possible conditions for a private dog kennel for up to 11 dogs on 4.241 acres at 180 Little Paws Lane, Buchanan, 0.20 mile from the intersection of Springwood Road.

She did not appear at the hearing, although there were neighbors there. Pursuing the SEP will require re-advertisement and notices be sent to neighbors again.

The Board of Supervisors will hear the requests at its February 28 meeting.

The planners also had a work session on strategic planning and possible text amendments to the zoning ordinance.
