Cline reintroduces bill to expand entrepreneurship opportunities for veterans

WASHINGTON — U.S. Rep. Ben Cline on Tuesday reintroduced legislation that would expand opportunities for veterans interested in starting small businesses by allowing them to use federal benefits to pursue entrepreneurial training.

The Republican lawmaker’s proposal, the Veterans Entrepreneurship Act of 2026, would establish a three-year pilot program administered by the U.S. Small Business Administration for up to 250 veterans who are eligible for GI Bill benefits.

Under the proposal, participating veterans would enroll in an approved entrepreneurial training program and complete an application process. Participants also would be required to develop a business plan that must be approved by both their training program adviser and the SBA’s associate administrator for veterans business development.

The legislation would provide grants equivalent to up to 36 months of GI Bill educational assistance, based on each veteran’s benefit rate. If approved, veterans could use the funding to start a business or purchase a franchise.

“Veterans often face significant challenges as they transition from military service back to civilian life,” Cline said in a statement. “Throughout my time in public service, it has been a top priority to serve those who served and sacrificed for our Nation. My legislation will empower them to achieve the American Dream while creating jobs and strengthening our economy. Expanding pathways for veterans and providing the support they need to start small businesses is just one of the ways we can give back to the brave men and women who defended our freedoms.”

The legislation was reintroduced Aug. 4 and has been referred for consideration in Congress. If enacted, the pilot program would be overseen by the SBA and would be limited to 250 eligible veterans during its three-year duration.
