Rezoning requested for R-3 Residential  development on Catawba Road

 planners will consider this and three other requests at Monday’s regular meeting

The Botetourt County Planning Commission will take up a request to rezone almost 15 acres on Catawba Road in Daleville from Residential (R-1) Use District to Residential (R-3), which, if approved by the Board of Supervisors would allow for higher density single-family dwellings and multi-family housing.

The rezoning request is among four land use requests the planners will hold public hearings on Monday, May 8 at 6 p.m. in the Old General District Courthouse in Fincastle.

The others are for a special exceptions permit (SEP) for a private dog kennel, a request for a change of proffers and conditions that limits the use of a property on Cloverdale Road to office uses, and a request for an SEP that would allow a medical care facility on a lot on Roanoke Road (US 220).

JayceeJ Ventures LLC is asking the county to rezone 14.97 acres for a possible multi-family residential area that would provide residential opportunities at a higher density than the R-1 and R-2 districts, according to the company’s application for the rezoning.

This parcel fronts on Catawba Road 0.69 mile west of the Catawba Road intersection with Roanoke Road (US 220). It lies between Catawba Road and the Norfolk Southern rail spur that goes to Roanoke Cement Co. and borders residential lots on Mimosa Street and Camelia Drive.

The proposal is the second one in consecutive months that requests a land use change could allow multi-family housing. Last month, the planners recommended and Board of Supervisors approved proffer changes to the Daleville Town Center development plan and approved an SEP to allow more apartments in the planned neighborhood development.

JayceeJ Ventures LLC doesn’t have specific plans for the property according to its rezoning application.

Under the county zoning ordinance, R-3 Residential property allows singl-family housing up to 2.5 dwellings per net acre; duplexes up to four dwellings per net acre; zero lot line dwellings up to four dwellings per net acre, single family attached homes up to six dwellings per net acre, and multi-family units up to eight per net acre.

According to the planning staff report, the applicant plans to market the property for residential development by others.

Botetourt Properties LLC has requested an SEP in the Business (B-2) Use District for a medical care facility on a 1.57-acre vacant lot on Roanoke Road next to Bellacino’s Restaurant.

According to its application, the medical center would house a proposed dialysis center operated by DaVita that operates 2,278 outpatient dialysis centers nationwide and would be part of the undeveloped Shops at Cedar Ridge that’s planned for the site. The property would also include retail space as already allowed.

The planners will also hear a request from William C. Mann for a change of proffers and conditions to remove a condition that limits the uses of the property he has at 8420 Cloverdale Road just north of Cavalier Automotive at Ottaway Road.

The proffers allow only office uses and requires a stop sign on the property.

Nancy B. Burley has reapplied for a SEP for a private dog kennel for up to six dogs in the Agricultural (A-1) Use District on a 4.241-acre lot at 180 Little Paws Lane, Buchanan.

Burley withdrew a similar request for a kennel with up to 11 dogs in February.

The property is 0.2 mile southeast of its intersection with Springwood Road (Route 630)

The planners will make recommendations on each of the requests, and the Board of Supervisors is scheduled to hold hearings on the same requests at its May 23 meeting. The supervisors have the final say on the requests.
