Salem VA City Council Notice

Notice is hereby given to all interested persons that the Council of the City of Salem, at its regular meeting on Monday, August 22, 2022, at 6:30 p.m., in the Council Chambers of City Hall, 114 N. Broad Street, in the City of Salem,
Virginia, will hold a public hearing, pursuant to Sections 15.2-2204 and
15.2-2285 of the Code of Virginia, as amended, to consider approval of the following requests relative to the CODE OF THE CITY OF SALEM, VIRGINIA:
1. The request of Barker Salem Homes LLC, property owner, for the issuance
of a Special Exception Permit to allow a two-family dwelling on the
property located at 10 School Lane, (Tax Map # 145-12-2).
2. The request of Barry W. Gladden and Tina Marie Gladden, property
owners, for the issuance of a Special Exception Permit to allow a
1,400 SF detached garage on the property located at 900 Palmer Avenue,
(Tax Map # 215-7-1.1).
3. The request of Ornelas Main Street, LLC, property owner, and Sharp Cars
for the issuance of a Special Exception Permit to allow automobile repair
services, major on the property located at 2016-2020 West Main Street,
(Tax Map # 138-2-3).
Copies of the proposed plans, ordinances or amendments may be examined in the Office of Community Development, 21 South Bruffey Street, Salem, Virginia.
At said hearing, parties in interest and citizens shall have an opportunity to be heard relative to the said requests.

    Special exemption permits have another name, spot zoning. This is not good city planning as good planning would not need spot zoning. One of these applications would allow a garage of 1400 sq ft for a house in a residential district that is only 984 sq ft. There is no provision or requirement that the existing garage and shed be removed. No provision even as to what the garage which will face along a residential street will look like. Importantly even a 3 car garage doesn’t require 1400 sq ft. Indeed there are many homes in Salem that aren’t 1400 sq ft. The cost for the garage is shown as a little over $18,000. This sounds mostly like a pole barn type construction.
